John Ulfelder, Dranesville District Fairfax County Planning Commissioner and former senior vice president and partner of the West Group Management LLC, told the group that Halpin and his company’s partners were known as the HENS: Gerald “Jerry” Halpin; Charles “Chuck” Ewing; Thomas “Tom” Nicholson; and Rudolph “Rudy” Seeley.
