Richard C. "Rip" Sullivan, Jr. took the oath of office Sept. 12 as delegate for Virginia's 48th House District. Sullivan won a Special Election on Aug. 19 to fill the seat vacated by Bob Brink, who resigned in June to join the McAuliffe Administration.
