Dorothy Turner and Gwen Menefee-Smith helped found the Alexandria Tenants Council more than 40 years ago with the primary goal of working with city officials and the Alexandria Redevelopment and Housing Authority to establish non-discriminatory and fair regulations regarding housing policies.
