The Virginia State Council of the Vietnam Veterans of America selected William Lynch of Chapter 227, the Dean K. Phillips Memorial Chapter of Northern Virginia based In Arlington, as the 2016 State Member of the Year. Lynch resides in Alexandria and serves as a chapter director and membership chairman.

In partnership with the Nationals baseball team, he managed the installation of the POW/MIA chair in the baseball park near the left field flag pole. He and his wife, Leslie, have hosted visits by disabled Vietnam veterans to Washington D.C. and visiting family members of veterans being buried in Arlington National Cemetery. As the new membership chairman, he implemented a membership database to monitor membership growth and developed a business card size membership application. These efforts have increased the membership to more than 280 members with a goal of 300 members by Jan. 1, 2017. The chapter remains the largest in Virginia and one of the top 25 nationally.

Veterans who served in the military service during the Vietnam War time period are invited to join Chapter 227 by visiting its website at vva227.org.
