Incidents from Nov. 13-19.

Incidents

Fraud - 900 Block Plum Street, SW. Between Jan. 14 at noon and Nov 16 at 7:41 p.m. A resident reported he had been reviewing his credit report and discovered someone had opened a Verizon Wireless account using his personal information. This case is being investigated.

Grand Larceny - 300 Block Westview Court, NE. Between Nov. 07 at 8 a.m. and Nov. 16 at 8 a.m. A resident reported she had been staying at an area hospital and when she returned home she discovered several personal items had been taken from her home. This case is being investigated.

Suspicious Event - Maple Avenue at Niblick Drive, SE. Nov. 12 between 11 a.m. and 1 p.m. A citizen reported a Middle Eastern male had been lying in the median in the prayer position. She stated he was praying beneath a diamond shaped sign, in the likeness of a traffic signal, with an American flag affixed to the sign. Lt. Marsh spoke with the citizen, who stated they were concerned about the man’s actions in light of what had occurred in Paris. The citizen had taken down the flag and turned it over to Lt. Marsh. The information obtained in this case has been turned over to the Northern Virginia Regional Intelligence Center (NVRIC).

Animal Case - Cedar Lane School, 101 Cedar Lane, SW. Nov. 12, 2:30 p.m. An employee reported their concerns about a student’s treatment of their service dog. The employee believed the student may have been abusing the animal. ACO Barker contacted the Fairfax County Animal Control Department who will follow up with this case as the dog and owners live outside the Town of Vienna.

Noise Complaint - The Bey Lounge, 303 Mill Street, NE. Nov. 12, 11:40 p.m. Officer Herrera responded to the Bey Lounge after receiving a complaint of loud music emanating from the rear of the building. After speaking to the manager the music was turned down.

Open Door - First Baptist Church, 450 Orchard Street, NW. Nov 13, 4:58 a.m. An alarm company reported the alarm at the church had been activated. Officer Hylinski responded and located an unsecured door. After searching the church and finding nothing appeared to be out of place the door was secured.

Death Investigation - Meadow Lane, SW. Nov. 13, 10 a.m. Officers responded to a residence to investigate the death of a resident. A friend of the decedent’s father arrived at the house to take the father to a doctor’s appointment and discovered the decedent in the basement. There were no signs of foul play and next of kin was notified. A detective will follow up on this case.

Suspicious Event - The Cedar Lane School, 101 Cedar Lane, SW. Nov. 13, 12:16 p.m. An employee reported a student made threats directed at her. She stated she felt the threats were made because the student was upset and acting out. Since the threats had been made the employee reported she and the student are on good terms.

Animal Case - 400 Block Victoria Court, NW. Nov. 13, 1:19 p.m. A resident reported an injured deer was in their backyard. MPO Nelson responded and determined the deer could not be saved.

Suspicious Event - 400 Block Maple Avenue, East. Nov. 13, 3:56 p.m. Officer Reedy responded to a parking lot after receiving the report of a physical altercation occurring between two individuals. After arriving he located the individuals involved who informed him they had been involved in a verbal argument only. One of the individuals was upset that the driver of another vehicle had parked crooked in the parking space and was too close to his vehicle. After speaking with both individuals they agreed to go their separate ways.

Narcotics Violation - The Wolftrap Hotel, 430 Maple Avenue, West. Nov. 13, 8:38 p.m. MPO Lyons responded to the Wolftrap Hotel after receiving the report of CPR being performed on a hotel guest. Upon arriving and entering the room with Fairfax County Fire and Rescue personnel he was informed the unresponsive individual may have injected an illegal narcotic into her system. Fairfax County Rescue personnel treated the individual and transported her to an area hospital for further treatment. This case is being investigated.

Noise Complaint - The Bey Lounge, 303 Mill Street, NE. Nov. 14, 12:32 a.m. MPO Shaver responded to the Bey Lounge after receiving a complaint of loud music emanating from the building. Upon arrival he was able to hear the music inside the business but nothing that constituted a violation of the Noise Ordinance. Sgt. Farhan responded to the area where the complaint was made and was not able to hear any noise violations either.

Arrest – Driving While Intoxicated - Maple Avenue at Niblick Drive, SE. Nov. 14, 1:44 a.m. PFC Tracy was on patrol when he observed the driver of a vehicle commit a series of traffic violations. As a result of those violations he conducted a traffic stop. Upon his interaction with the driver he detected the signs of possible impairment. After failing to complete a series of field sobriety tests he arrested the 56 year old woman from McLean, Virginia for Driving While Intoxicated. The woman was transported to the Vienna Police Station where she was giving the opportunity to provide a sample of her breath for analysis. After the analysis she was transported to the Fairfax County Adult Detention Center where she was charged with Driving While Intoxicated. She was to be held until she was sober.

Arrest – Drunk in Public - 7-11, 427 Maple Avenue, East. Nov. 15, 3:52 a.m. Sgt. Farhan was patrolling in the area of the 7-11, when he observed a female walking around and appeared to be crying. After speaking with the female he located her intoxicated boyfriend sitting in his vehicle. Sgt. Farhan offered the boyfriend the opportunity to contact a friend to take him home. He made several attempts to get a ride but none of his friends would come to his aid. Sgt. Farhan arrested the 28 year old man from Lee Highway in Fairfax, Virginia for Drunk in Public. The man was transported to the Fairfax County Adult Detention Center where he was to be held until he was sober.

Open Door - 100 Block Locust Street, SW. Nov. 15, 7:01 a.m. Officer Lyons responded to a residence for the report of an open garage door leading into a vacant property. She along with Sgt. Elias entered the residence and determined nothing appeared to be out of place. The property was secured prior to leaving.

Domestic Dispute - Oakmont Court, NE. Nov. 15, 3:43 p.m. A resident reported he and his adult son had been involved in a verbal dispute over the son’s lack of respect for his mother and father. The son left the residence prior to the arrival of the police.

Juvenile Case - The Cedar Lane School, 101 Cedar Lane, SW. Nov. 16, 8:52 a.m. An employee reported a student arrived at school and appeared to be intoxicated. Officer Hylinski responded and spoke with the student who informed him he had consumed alcohol prior to arriving at school. The school will handle the matter internally.

Fraud - 200 Block Scott Circle, SW. Between Nov. 16 at 11:30 a.m. and Nov. 19 at 11:30 a.m.

A resident reported she discovered her daughter’s social security number was being used fraudulently by an individual believed to be living in Alma, Arkansas. This case is being investigated.

Arrest – Driving While Intoxicated - 100 Block Cherry Street, SE. Nov. 16, 11:35 a.m. MPO Vazquez was on patrol when he observed the driver of a vehicle commit a series of traffic offenses. As a result of those offenses he conducted a traffic stop. Upon his interaction with the driver he detected the signs of possible impairment. After refusing to perform a series of field sobriety tests he arrested the 51 year old man from Rambling Road in Vienna for Driving While Intoxicated. The man was transported to the Vienna Police Station where he was given the opportunity to provide a sample of his breath for analysis. After refusing to provide the sample he was transported to the Fairfax County Adult Detention Center where he was charged with Driving While Intoxicated (3rd or subsequent in 5 years), Refusal to Submit to a Breath Test (3rd subsequent in 10 years), and Driving on a Suspended License. He was held on a $20,000.00 bond.

Unlawful Entry - 900 Block Moorefield Creek, SW. Nov. 16, 2:10 p.m. A resident reported she was in her basement when she heard a noise upstairs. She stated she went to investigate the noise and found muddy footprints throughout the house. Officer Hylinski responded and found no signs of forced entry. The resident stated nothing appeared to have been disturbed or taken.

Suspicious Event - McDonald’s, 544 Maple Avenue, West. Nov. 16, 3:32 p.m. Officer Herrera responded to the area after receiving reports that juveniles had been observed walking into the wooded area behind the McDonald’s and were possibly involved in drug use. Upon arriving in the area he observed three individuals, all under the age of 18, two of which were observed smoking cigarettes. Officer Herrera counselled the juveniles on the dangers of smoking and they were released.

Assault - Vienna Presbyterian Church, 124 Park Street, NE. Between Nov. 17 at 9:05 p.m. and Nov. 19 at 9:10 p.m. A volunteer for the church reported she and her daughter were walking out of the building when a Hispanic male walked up to her daughter and made inappropriate contact with her. This case is being investigated.

Police Service - 100 Block Patrick Street, SE. Nov. 17, 9:40 p.m. A resident reported he had been having on-going problems with a neighbor. He requested MPO Vazquez speak to the neighbor concerning his behavior towards the resident. He was informed no violations of the law had occurred.

Trespassing - 300 Block Westview Court, NE. Nov. 17 11:00 p.m. Officer Slebonick responded to a residence and was informed by the resident that he wanted his daughter-in-law trespassed from his property. The daughter-in-law was informed of the Trespassing Law and agreed to leave.

Arrest – Driving While Intoxicated - Nutley Street at Courthouse Road, SW. Nov. 18, 2:09 a.m. Officer Post was on patrol when she observed the driver of a vehicle commit a series of traffic

offenses. As a result of those offenses she conducted a traffic stop. Upon her interaction with the driver she detected the signs of possible impairment. After failing to complete a series of field sobriety tests she arrested the 22 year old woman from Kershaw Court in Manassas, Virginia for Driving While Intoxicated. She was transported to the Vienna Police Station where she was given the opportunity to provide a sample of her breath for analysis. After the analysis she was transported to the Fairfax County Adult Detention Center where she was charged with Driving While Intoxicated (2nd Offense in 5 years).

Narcotics Violation - The Cedar Lane School, 101 Cedar Lane, SW. Nov. 18, 9:00 a.m. An employee reported a student had entered the school and was found to be in possession of marijuana paraphernalia. The paraphernalia was turned over to Officer Lyons for destruction. The student left the school prior to the arrival of Officer Lyons. The school will handle this incident internally.

Police Service - Westview Court, NE. Nov. 18, 9:32 a.m. A resident responded to the Vienna Police Station to report several on-going issues she had been having with various family members. She stated she did not feel safe at home and requested to go to a homeless shelter. Officer Reedy provided her with information on a shelter and telephoned a taxi to pick her up.

Vandalism - 600 Block Echols Street, SE. Between Nov. 18 at 5:00 p.m. and Nov. 19 10:00 a.m. A resident reported someone had damaged the rear window of his legally parked vehicle.

Animal Case – Quarantine - 500 Block Walker Street, SW. Nov. 18, 8:26 p.m. A resident reported he had returned home and found his cat, Buster, sitting on the front porch. He stated before he was able to get to the front porch a white Husky type dog, running loose, attacked and ran off with Buster. MPO Lyons was able to locate the owner of the Husky and also located Buster deceased in the dog owner’s backyard. MPO Lyons informed the dog owner of the quarantine process. ACO Barker will follow up with this case.

Arrest – Driving While Intoxicated - Center Street at Church Street, North. Nov. 19, 1:47 a.m.

PFC Tracy was on patrol when he observed the driver of a vehicle commit a series of traffic violations. As a result of those violations he conducted a traffic stop. Upon his interaction with

the driver he detected the signs of possible impairment. After failing to complete a series of field

sobriety tests he arrested the 23 year old man from Delaware Avenue in Williamsburg, Virginia

for Driving While Intoxicated. The driver was transported to the Vienna Police Station where he was given the opportunity to provide a sample of his breath for analysis, which he refused. He was then transported to the Fairfax County Adult Detention Center where he was charged with Driving While Intoxicated (2nd in 5 years) and Refusal to Submit to a Breath Test. He was held on a $3,000.00 bond.

Arrest – Noise Violation - Bey Lounge, 303 Mill Street, NE. Nov. 19, 11:23 p.m. MPO Shaver responded to the Bey Lounge after receiving a report of loud music emanating from the business. Upon his arrival he determined the noise level to be in violation of the Town of Vienna Noise Ordinance. MPO Shaver spoke with an employee and informed him there had been several complaints concerning the noise emanating from the business. MPO Shaver issued the employee a summons for violation of the Town of Vienna Noise Ordinance.

Crashes

200 Block Maple Avenue, East Nov. 14, 2:38 p.m. A resident reported he was walking through the parking lot near Jammin’ Java when the driver of a vehicle began to honk his horn at him to move out of the way. He stated a verbal exchange ensued and then the driver swerved, making contact with his leg. The driver of the vehicle left the area prior to the arrival of the police officer. Officer Reedy contacted the driver of the vehicle who stated a verbal exchange had occurred. He stated the pedestrian threw what appeared to be a cup of coffee on his windshield. He was unaware his vehicle made contact with the pedestrian.

Echols Street at Follin Lane, SE - Nov. 17, 2:19 p.m. The driver of a vehicle was traveling westbound on Maple Avenue approaching Follin Lane, SE when a deer appeared from the left side of the vehicle and rammed its head into the driver’s side door. The deer fled the scene without exchanging information.
