Fairfax County police have charged a 58-year-old Fair Oaks man with sexually abusing his 17-year-old, adopted daughter. Centre View is withholding his name because identifying him could possibly lead to the girl's identity being revealed, as well.
Nonetheless, the case is going forward in court, and the man has been charged with four counts of indecent liberties with a minor. If convicted, he could receive a possible maximum of five years in prison — 20 years total — for each charge.
In a Dec. 6 affidavit for a search warrant to take photos of the man's genital area, to provide corroboration of the teen-ager's allegations, police Det. Paul J. O'Neill provided details of the case against him. O'Neill is assigned to the Sex Crimes Unit of the Criminal Investigations Bureau.
He wrote that, on Nov. 27, the girl reported to the police that she had been "sexually assaulted by her adopted father on numerous occasions." The next day, O'Neill met with her to discuss the alleged assaults.
According to the detective, "The victim told [me] that [the suspect] had engaged in sexual intercourse with her on numerous occasions at their home. The victim also reported that she had committed fellatio on [him]" several times at the same residence.
In addition, the teen also reportedly described to O'Neill three, distinctive markings her adopted father has near his genital area. She noted a diagonal scar, approximately 2 inches long, on his left groin area.
In the affidavit, O'Neill wrote that he believes "the victim's detailed description of [the suspect's] genital area could only have been obtained by someone who had viewed the area."
He therefore requested a search warrant so he could photograph it and "substantiate the victim's account of custodial indecent liberties." On Dec. 6 at 6:57 p.m., O'Neill obtained nine digital photographs of the man's private parts.
Following his arrest on Dec. 14, the Fair Oaks man was released from the Adult Detention Center the next day on $8,000 bond. He has a Feb. 3 court date.
