Reston Man, 19, Shot to Death

County’s 18th homicide occurs in Reston.

Police arrested a 19-year-old Lorton man for the murder of a 19-year-old Reston resident on Wednesday, Nov. 23, just hours after the killing.

Allen J. Anderson of Laurel Height Loop in Lorton is accused of shooting and killing Justin M. Carter on a wooded pathway in Reston behind Winterthur Apartments last week.

The shooting took place at about 1:49 p.m. during an argument, said a Fairfax County Police report. Carter, who was shot once in the upper body, was found near the pathway and taken to Reston Hospital, where he was pronounced dead, said Officer Bud Walker, a Fairfax County Police spokesman.

Police arrived at the scene after receiving a report of gunshots in the neighborhood. “We got a call from one citizen that there were shots,” said Walker.

The police bike team from the Reston District Station developed intelligence that led to the arrest of Anderson later that evening, around 11 p.m., said Walker.

Police convinced Anderson to come to the station, where he was taken into custody, according to the police report. Anderson is being held at the Fairfax County Adult Detention Center.

In the past month, several crimes have occurred at or near Winterthur Apartments. Early in the month, a car was stolen at the apartment complex. Two weeks ago, an 18-year-old and a 15-year-old were stabbed on pathways near Hunters Woods Shopping Center and Southgate Square, respectively. The first stabbing took place behind the shopping center, in the 2200 block of Winterthur Court.

“There is absolutely no evidence to suggest that this was related to the stabbings,” said Walker, who also said the incident was not gang related.

Carter’s death is the 18th homicide in Fairfax County this year.
