<48hd>Accident Kills Winchester Man

<bt>A Winchester man was killed Friday afternoon, July 15, after being struck by a car while collecting garbage on Old Dominion Drive in McLean.

Wayne E. Elsea, 31, was trying to jump onto the back of the Freightliner garbage truck he was working on when he slipped and fell, said Fairfax County Public Information Office Bud Walker. He was then hit by the truck. The driver, Thomas D. Fink, 43, of Sterling was backing up and did not see Elsea fall.

An investigation is still underway but neither alcohol nor speed were a factor in the crash, Walker said. No charges have been filed.

<sh>Man Arrested in Carjacking

<bt>A 29-year-old McLean-area woman was robbed on Friday, July 8 after being terrorized.

A man, since identified by police as Thomas Elswick, began to argue with his friend in a home located on the 1700 block of Anderson Road in the McLean area. According to police, he put an empty gun to her head and pulled the trigger before pulling the phone jacks out of the wall. The suspect then pushed both the victim and her friend, a 19-year-old Falls Church woman, to the ground. He took the first victim's keys, police said and stole her car. The vehicle was described as a 2005 black Jeep Liberty with Virginia license plates. Elswick, 22, has been charged with two counts of robbery, two counts of using a firearm during the commission of a felony, and one count of carjacking. Elswick turned himself into police in Latta, S.C.

<sh>Jamestown Essay Contest Offered

<bt>The Dolley Madion and Great Falls Libraries are sponsoring a essay contest with the subject of Jamestown. The essay should be one page and the student should write about Jamestown, Virginia and why it is imporant. Grades 3-10 can participate and prizes will be given in all age categories. Participants can drop off their essay at Dolley Madison Library, 1244 Oak Ridge Ave., McLean or Great Falls Library, 9830 Georgetown Pike. The contest runs between June 24-Sept. 3. The other sponsors are the McLean and Great Falls Celebrate Virginia.

<sh>Youth Leadership Institute

<bt>Volunteer Fairfax will host the Points of Light Youth Leadership Institute Aug. 8 through 12 from 9 a.m.-3 p.m. daily, at the Mason District Government Center, 6507 Columbia Pike, Annandale. The institute is free for local high school students and provides a unique combination of leadership and community service skills that prepare them for active roles in improving the quality of life in their community. At the end of the institute, students will be charged with the planning and implementation of a service project to be completed on Oct. 22, 2005. Students will be required to attend an additional planning session on Sept. 14. The Points of Light Institute is free and is open to students entering grades 10-12.
