The Shirley Contracting Company LLC and Clark Construction Group LLC (ÒShirley/ClarkÓ) have submitted a Public-Private Transportation Act (PPTA) proposal to Loudoun County to construct, in conjunction with Creekside, LLC's transportation proffers, more than $200 hundred million of transportation improvements in the county and in the Town of Leesburg. The Shirley/Clark proposal will construct significant regional road improvements through the PPTA proposal as a component of the approval of Creekside's proposal.

The transportation improvements include Sycolin Road improvements -- from Belmont Ridge Road west to Crosstrails Boulevard, improve/pave gravel sections;

Sycolin Road improvements -- from Hope Parkway to Crosstrails Boulevard, widen existing roadway to four lanes; Battlefield Parkway -- from Kincaid Boulevard to Route 7, construct a new four-lane roadway; Belmont Ridge Road -- from Route 7 to Dulles Greenway, widen from two lanes to four lanes; Route 7/Belmont Ridge Road full interchange, grade separated interchange; and Crosstrail Boulevard, construct from Sycolin Road to the Town of Leesburg line as a proffer condition of Creekside.

Approval of the PPTA and CreeksideÕs proposal by Loudoun County will enable the construction of these roadway improvements over a five-year period.

Opus East LLC, announces that it has begun site work and construction on a three-building, 248,369-square-foot complex at Dulles Woods, a 28-acre industrial park located one mile from the north gate of Dulles International Airport.

The project includes paving internal roads and preparing storm water management, as well as construction of Building I, an 83,224-square-foot, build-to-suit development for Belfort Furniture, a Loudoun County-based home furnishings retailer.

Construction on Buildings II and III, 62,718 and 102,427 square feet respectively, will begin in a few weeks. Dulles Woods is scheduled to be completed by fall 2005.
