Man Found on Trail

<bt>Hugh L. Day, 37, of Centreville, was found unresponsive on the W & OD bike trail Sunday morning in Herndon and was later pronounced dead at Reston Hospital. As of Monday afternoon, the cause of death was still unknown.

According to Herndon police, a citizen found Day, who was wearing navy blue running shorts and a white tank top, on the trail southwest of the intersection with Van Buren Street. The citizen was performing CPR on Day when police arrived at about 9:32 a.m. Police took over CPR until Fairfax County Fire and Rescue personnel arrived and transported Day to Reston Hospital, where he was pronounced dead at 10:22 a.m.

The Herndon Police Criminal Investigation Section is investigating and has said that there are no indications of foul play.

<sh>Police Make Arrest in Larcenies

<bt>A Herndon man was apprehended early on the morning of Aug. 12 after a rash of vehicle larcenies in Ashburn Village.

An Ashburn woman was walking her dog around 3:30 a.m. in the area of Natalie Terrace when she noticed three suspicious subjects who appeared to be entering vehicles and loading items into a vehicle. The woman alerted the Sheriff's Office.

As patrol units from the Sheriff's Office arrived at the scene, two of the subjects fled on foot while a third subject drove away. At the same time another Sheriff's deputy was heading towards the scene when he noticed a vehicle driving with its lights off. The vehicle was similar to the one described at the scene and was entering Ashburn Village Boulevard from the area where the vehicle tampering had occurred.

After a short pursuit the vehicle stopped in the area of Bruceton Mills Circle. Approximately 80 items were discovered in the vehicle including CD car Stereos, two wallets, jewelry and several CD cases filled with assorted CDs

The driver of the vehicle, 26-year-old Jose Julio Otero-Ayala, was charged with three counts of grand larceny, eluding, possession of burglarious tools, and credit card theft. He is currently being held at the Loudoun Adult Detention Center without bond.

The case remains under investigation and the Sheriff's Office is asking anyone with information regarding the subjects in the incident to call 703-777-1021.

<sh>Candidate Luncheon

<bt>The Committee for Dulles will hold a Candidate Luncheon on Thursday, Aug. 21, for candidates running for chairman of the Board of Supervisors races in Fairfax, Loudoun and Prince William counties. The event will be held at Days Hotel & Conference Center, 2200 Centreville Road, Herndon. A reception begins at 11:30 a.m. with lunch served at 12:15 p.m. Cost is $40 in advance or $45 at the door. <sh>BZA Canceled

<bt>The Herndon Board of Zoning Appeals meeting scheduled for Thursday, Aug. 28, at 7:30 p.m., has been canceled due to a lack of a quorum. The next meeting is slated for Sept. 25, at 7:30 p.m., in the Herndon Council Chambers at 765 Lynn St.

<sh>Community Center Meeting

<bt>Wayne Hughes of Hughes Group Architects has been invited for an informal presentation and discussion with members of the Herndon Town Council regarding the Herndon Community Center Phase IV project. (See story, Connection Web site, www.connectionnewspapers.com.)

The presentation is scheduled for Tuesday, Sept. 2, 6:15 p.m., in the Council Chambers conference room, 765 Lynn St. The regularly scheduled work session will follow.
