McGinn's father, Kevin McGinn, is currently a civilian employee of the Navy based in Naples, Italy. His brother, John E. McGinn, currently resides in Portland, Ore.

Background:

McGinn graduated from Bishop Ireton High School in 1995. He then attended Emory and Henry College, where he graduated in 1999 with a degree in history. He was commissioned as an ensign after graduation from Navy Officer Candidate School, Pensacola, Fla., in October 2001. He was based in Bremerton, Wash., and then assigned to his first overseas deployment in November 2002.
